The World Bank Institute, the official research arm of the World Bank, has identified corruption as the single greatest obstacle to economic and social development. Since 1998, the Bank has published a bi-annual report, which studied approximately 200 countries and territories using six indicators. Control of corruption is one of the six indicators the report studies. Drawing data from as many as 20 over different sources, the report uses a rigorous mathematical approach to measure the control of corruption in the public sector.
